Prime Minister Benjamin Netanyahu said during a security discussion that Gaza's rules of engagement have not changed and will not change. He said IDF troops have full backing to thwart threats to themselves and Israeli civilians. Earlier, the IDF struck Hamas company commander Khudeifa Kawara in Khan Yunis, saying he planned attacks against Israeli troops; the military said it used precise munitions and aerial surveillance to reduce civilian harm. Three Hamas operatives were reported killed within a day, while Palestinian sources separately identified Gaza police district chief Jamal Abu Kamil as killed, an identification Israel did not confirm.
