U.S. Redesignates Hezbollah as IRGC-Quds Force-Directed, Sanctions 10 Couriers

The U.S. Treasury redesignated Hezbollah under Executive Order 13224, stating that the organization is owned, controlled or directed by Iran's IRGC-Quds Force, and sanctioned 10 alleged cash couriers. Treasury said the network used commercial flights among Lebanon, Türkiye, the United Arab Emirates and Iran to move up to hundreds of millions of dollars outside the formal financial system. It said Yunus Alper Yilmaz managed the network through Türkiye-based exchange houses, front companies and bank accounts, while nine other named operatives handled collections, logistics and transport. The action blocks U.S.-jurisdiction property and generally prohibits covered transactions with the designated individuals and entities they own at least 50 percent.
