Ben Gvir Unveils Plan for 1.86 Million Gazans to Emigrate in Seven Years

National Security Minister Itamar Ben-Gvir unveiled Otzma Yehudit's “Disengagement 710” election plan, targeting about 250,000 voluntary departures from Gaza in its first year, 1.11 million within three years and 1.86 million within seven. The proposal calls for a dedicated Ministry for Voluntary Emigration, which Ben-Gvir said would be a leading coalition demand. It proposes an initial NIS 10 billion Israeli investment and a matching framework of up to NIS 50 billion with international participation. The plan says departures would require a consenting destination country, lawful status, security screening, informed consent and a cancellation period.
