Israel Police and the Shin Bet said they arrested Mustafa Issa, 19, of Kafr Qasim in recent weeks on suspicion of advancing terrorist activity and planning an attack. Investigators said phone searches included combat material and instructions for explosive devices, and alleged that he experimented with producing explosives and shared the activity with others. The agencies said he was strongly influenced by the May 2021 violence and Hamas's October 7 massacre; authorities also reported seizing training equipment and airsoft guns. A prosecutor's statement was filed in Central District Court ahead of an expected indictment.
