IDF Chief of Staff Lt. Gen. Eyal Zamir said on October 7 that Division 38 is now operational during a visit to its exercise with Ground Forces commander Maj. Gen. Nadav Lotan and division commander Brig. Gen. Sharon Altit. He said the division would consolidate over the coming year as a flexible General Staff reserve able to operate in any arena. Zamir warned that the IDF must always be prepared for a surprise war, linking the lessons of the Yom Kippur War and October 7. He said the army was studying the failures and implementing the lessons.
