In remarks published on October 5, Shin Bet chief David Zini urged personnel to challenge assumptions and anticipate changing threats. He spoke at an October 7 memorial ceremony held at the service's headquarters. Zini said enemies study the agency, adapt and develop new capabilities and methods, so staff must not rely on approaches simply because they worked before. He said the service's responsibility extends beyond correcting past failures to identifying developments before they become threats. He linked remembrance of the fallen and the courage of fighters and the public to an obligation to improve.
