Trump Waives New Russia Sanctions and Tariffs Under Graham Act

President Donald Trump signed an executive order waiving new Russia-related sanctions, restrictions and import duties under the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026. The waived duties include a 500% additional tariff on Russian goods and 100% tariffs tied to specified Russian-energy buyers and sanctions-evasion facilitators. The order says the required national-interest certification and report have been provided to Congress. It preserves preexisting Russia sanctions and keeps the new waivers in place until the President or Secretary of State determines that further action is appropriate.
