October 7 Families Release 15-Year Hamas Policy Dossier

Families of people murdered in Hamas's October 7 massacre unveiled a dossier at a Tel Aviv press conference examining Israel's policy toward Hamas over the preceding 15 years. They said the massacre resulted from a long-running policy rather than a single decision or failure. Shelley Mashal-Yogev, Natalia Kesarotti, Einav Zangauker, Gil Dickman and Naomi Or Ofek called for accountability, with Kesarotti demanding a state commission of inquiry. The families presented personal testimony, including Kesarotti's recording of her son Keshet's final emergency call near Mefalsim Junction. The dossier is separate from the October Council report released in August by another group of families.
