Egypt's Foreign Ministry condemned renewed Israeli excavation and military construction in the Quneitra countryside in a statement dated October 5. Cairo alleged that the works and incursions in southern Syria violated Syrian sovereignty and the 1974 disengagement agreement, and demanded withdrawal from territory it describes as occupied. In its February 24, 2025 statement to the Israel-EU Association Council, Israel said it had no territorial ambitions in Syria and that its actions were driven by security imperatives, including terrorist threats near the border and control of strategic frontier areas.
