Former Mossad Official Haim Tomer Calls for Broader October 7 Accountability

Former Mossad Intelligence Division chief Haim Tomer said on October 7 that responsibility for the October 7 failure could not be confined to Military Intelligence and Shin Bet. Speaking at the counterterrorism conference at Reichman University in Herzliya, he said Mossad could not be absolved of overall responsibility and questioned its self-examination conclusions. Tomer argued that Mossad's intelligence research and warning responsibilities also required scrutiny. He called for a legal change in the government's and prime minister's responsibility for assessing national risks, arguing that placing that burden on intelligence agencies had contributed to the failure.
