Ofri Bibas said the government’s failure to establish a state commission of inquiry into October 7 amounted to “an escape from responsibility.” She spoke on October 7 at the Foreign Ministry’s third-anniversary memorial ceremony, with Foreign Minister Gideon Sa’ar present. Her sister-in-law Shiri and nephews Ariel and Kfir were abducted in the attack and murdered. Bibas stressed Israeli and international responsibility to prevent another such attack and protect children from terrorism. About 100 ambassadors and foreign diplomats attended, alongside Paraguayan Vice President Pedro Alliana; the ceremony included a Bibas-family film and photographic exhibition.
